Our broker owes us over $700 for the appraisals done on our homes. We closed a month ago. First she said she would refund us a month after closing, as that is when she gets paid. Now she tells us she can't pay us because National Bank of Canada is not paying the mortgage brokers. Does anyone have any insight?

National Bank is paying the mortgage brokerages. If they did not mortgage agents would not use them so there is no sense in her statement. Call the owner of the brokerage she works for and explain the situation and ask for the reimbursement of the appraisal fees. If she promised them a month after then she needs to be good on her word. If National Bank happens to be late on paying her brokerage that is not your problem.
