Its $1 for paypal. They close the payout function at the end of the month to catch up with all the payments. You can cashout anytime and usually takes less then 5 days unless there is a ton of cashouts.

There isnt anything to download. If you get anything just cancel it.

It does take a bit of time, but if you do the paid to promote and the emails, and the clicks and have a couple referrals, you should be able to cashout 2 times a month.
