If the value of a product is $4 and you have a coupon that is $5 off and it says the gst and hst is included in the value of the coupon that's when the cashier would either adjust the coupon to the full value of the product including gst or hst. Which means you wouldn't pay tax and you would get the item free. This is how it would work at shoppers but if you went to walmart they would usually put the whole value of the coupon in.

Within the last 10 days I got coupon overage with price matching at Walmart. The colgate price was $0.79c - my $1.00 coupon = sales taxes covered + overage. NOW I CAN RETIRE ! L0L
At IGA in Quebec no cashier knows this, so I always carry a copy of their policy when doing overage (cut&paste) below:
- For taxable products, the customer must pay the taxes on the product price before the discount.
- For free taxable products, the customer does not pay the taxes on the product.
- The coupon face value is redeemed even if it is higher than the product price in effect.

In the case of P&G coupons, they specifically state that no cash or credit in excess of shelf (selling) price may be given to the consumer or applied towards the transaction. Even Walmart's overage guidelines do not trump this coupon term, and Walmart must (and have stated to me) follow it.
