Can SC accounts be deleted permanently or deactivated?

I am assuming that Boo has the power to do this, but I am sure that if he did ever use this authority, it would be for a very good reason

I am sure they can be deactivated, but, I would imagine they could be deleted too, by Boo of course.

I don't think hes ever deleted an account ever, as far as I know accounts can be deactivated.
