I am a cashier and sometimes i completely blank on simple things like that. Usually happens after a long day and it has been very busy. Where I work if my till is over or short I am told every night. If my till is over by $5.00 or under by $5.00 its all the same I will get written up for it. So yes I am very careful when handling money.

A lot of times, the cash register is linked via computer or just by the receipt tape itself inside the register. If this is the cash, the cashier may have thought that they are only allowed to give the exact change from the register as it reads on the till window.
