Do you have some health and beauty aids in your stock pile?
Sometimes food item gift baskets are a hit too -- fill with their favourites you have from your stockpile

How about a basket with a mug or cup and saucer (these can be picked up inexpensively at a thift shop), hot chocolate or tea, and some homemade cookies or how about a popcorn bowl with a vintage movie on DVD and some microwave popcorn and softdrinks.

I had to come up with 2 gifts last year for our family gift exchange that were gender neutral so I did two baskets with reusable christmas themed boxes as the base. One was labelled "Naughty" and one was labeled "Nice".
In the "Nice" basket I put herbal tea, healthy snacks, a stainless steel water bottle, organic lip balm a homamade CD of xmas tunes a couple other items that I can't remember now in addition to a $10 dollarama card. in the naughty basket I put shot glasses, travel size advil, junk food, a fridge magnet with bad joke on it a homade CD of somewhat naughty xmas tunes (you know the beer song, I saw mommy, santa baby, grandama got run over...) and a 10$ dollarama card. I purchased almost everything from the dollarstore with exception to the tea which I had a coupon for and purchased on clearance so it ended up as a dollar item.
Wraped up in cellophane and tied with a ribbon. Each was made for under $25 (that was our max) including the box, blank cds and wrap.
The movie basket always goes over well too, costco has the best price on movie vouchers or you can just put a DVD, large size candy, microwave popcorn and a six pack of pop. The dollarstore sells plastic bowls that are those traditional red and white with popcorn written on the side which looks great.
Labelling the basket with a theme makes it fun i think - sugar & spice, night at the movies, Spa treats, Comfort & Joy (one size slippers, chicken soup for the soul book, a snuggie, soup or pancake dry mix in a jar homemade with recipe), pizza night (cookbook, pizza pan, pizza cutter, apron, grocery store gc)
Best of luck!
Cheers,
Snip.
