Yes, cath007-I remember reading a news item about the provinces joining together to get certain generic medicines in volume and their respective health ministries will only cover those types, not name brand ones. Something about saving money etc even though each province used to arrange their own pricing agreements with drug manufacturers.
OK, I found an English link to explain the French link you posted:

Oops-there is a drug buying plan for six drugs but Quebec is not in the plan:And the government seems to have come up with a good mix of policies to respond to changing conditions in the biopharmaceutical industry.
Big pharma companies have been closing their research operations in Quebec as they outsource more to smaller firms.
Given the cutback in their commitment to Quebec, the province has eliminated the so-called 15-year rule under which brand-name drugs were reimbursed by the provincial drug plan even when a less expensive generic version was available.
But it added a new incentive, with more generous tax credits for research work in Quebec.

Together, the federal, provincial and territorial governments spent just over $12 billion on prescription drugs in 2011, the most recent year for which the total figure was available.
The joint purchasing plan will see provinces (excluding Quebec) and territories set the price for six generic pharmaceuticals that treat everything from angina and high blood pressure to depression and gastrointestinal conditions at 18 per cent of what the brand-name versions of the medications sell for. The new prices will come into effect April 1.
The six drugs account for roughly 20 per cent of what provinces and territories spend on generic drugs nationwide and sell for 25 to 40 per cent of the brand-name price.
The joint-purchasing and price-setting plan grew out of an agreement between premiers at the Council of the Federation meeting in Halifax last July.2021-Bring on the sunshine, sweets & online shopping.

Two things come to mind:
1) for people who want the brand name drugs instead of the generic versions (sometimes one cannot use generic), out-of pocket payments will be an issue.
2) Provincial government closed a money-maker for whoever provided generic medicine but got reimbursement as though brand name medicine was given. So given that Quebec is seeing pharmaceutical companies leaving, that 15 year rule is no longer reflecting economic realities.2021-Bring on the sunshine, sweets & online shopping.

Glad I could help, cath007! Valid topic to discuss because the price of medicine (over the counter or prescription) can be hard to afford.
