does any one know if the IBM softwares sold in Europe work with IBM softwares and products sold in Canada ?

In a general sense, yes. Software is software -- there is no reason it won't work.
That being said, there are lots of variables why it might NOT work... depending on the software itself and if it's licensing Is regionally restricted. More information would be needed to make that assessment.

The last time I checked (maybe 2 years ago) smart suite was a free download.
