I listened this morning a qc morning show and they where asking on their Facebook website...Do you have stories of bad neighboors,225 responses all the same stories,so we are not alone living that,before I was thinking that.It dont encourage me...but I see we are all in the same crazy boat.

Most neighbors are pains in my Canadian experience. Its funny because that was not what I recall from my midwestern American experience where everyone was really friendly and helpful. Neighbors can be more or less: cleanly, noisy, friendly, or bossy than you. If you move you'll get someone whose a different kind of pain. My suggestion is to try talking them up because maybe they are just bored or offering them something like left over sweets or a book you don't read anymore. You know win them over with free "honey". It might not work but if it does, it would be nice. If that does not work I think I would tap the floor back.
