Fairly new to the Optimum program and was hoping someone would be able to help. If I have an offer 3000 points WUS $10 on food and 8000 points WUS $30. Can I but $30 worth of food and get 11000 points?

No, you can't combine offers that have a minimum spend threshold like the ones you described.
