For my daughters 13th we went to Ardene and took advantage of the 5 items for $10.00 deals they always have. A lot of the items come in packages of multiples so you can split them up. I then found some make up bags on for cheap at Zellers and used them as the actual bag to hold the loot.

I know a gc from Claire's was mentioned but what about also checking out their 10 for $10 racks? You can get some great items off those racks (I've done up gift bags for my niece for her b-day and christmas with just items from there and she's loved it!!

I was just in Walmart today and I bought the book Twilight for $8. Not too shabby for a full out novel. They have a lot of books in walmart for 30% off, and if you get a soft cover they end up being pretty cheap.
When I was 13, I was into scrapbooking and crafts. You could get a little album and some scrapbooking paper from the dollar store.
I still liked candy necklaces and super sour candy. Hair brushes are nice too.
