It's like a bank account, you put money in it and then use it to pay for stuff. there are fees but only if people deposit money into yours as payments for example.

paypal is pretty much like an online bank account.. you can link it to your checking account.. or your credit card(although you dont HAVE to do either) or you can just use it for money you earn online(swagbucks,paid surveys,lockerz,GPT site, ect) and shop online(most store accept paypal online now a days) and its free to sign up

mine is linked to my bank account and then my credit card, so for those of us who have problems maxing out credit cards, you can pay online with paypal and dont have to have money in it, it will take from your linked bank account, instead of adding interest on your credit card.
