People can rep you twice in 5 or 10 minutes as long as they've repped 19 others in between.

It may seem like suddenly you can rep again, but it may start counting from the day before to go back the the 50th last rep you made.

Often I will get a message that I must rep others before repping one person again, or It will tell me too many reps given out in 24hrs, and suddenly I can rep again. How do people rep me twice in a matter of 5 or 10 minutes? Thank you for answering my question!

What message did you get? You should be able to rep people up to 50 in 24 hours and not the same person again after repping 20 people. Cheers.
