Hey Keelenorth. I am assuming your live in the Keele area, in north Toronto.
Sobeys, Metro and Freshco sell frozen rhubarb. It may be in the frozen fruit section with frozen blueberries. It may also be in the frozen "health food" section.

Call the store nearest you and ask to speak with the frozen food manager/employee on duty.
