Sadly, even empire waist tops don't work for me. I'm usually spilling out of them, because the way they are designed assume overall size conforms with a standard bust size. So, I'm usually spilling out of the ones meant for my body size...
To give you an idea of the disproportionality of my body: I wear size 29 pants but have to special order bras. Ugh....and my chest saggily hangs down to my waist (not a Hollywood bust, at all!)
Reduction worked for my mom and I hope it does for me, too. The only thing is that the doctor advised me to get the procedure after I am completely done having children as they will just increase again...
(and i think I want to have at least one more)...

awe maiden, don't despair. so many women have this problem.
i would definitely layer, as that will at least help to camoue the cleavage

That's why I took up sewing... There's a 10 inch difference between my bust and my waist. Some stores, like H&M, only allow a three inch difference between bust measurement and waist measurement.
Maidennomore, hope you find something that works for you. I wear empire-waisted tops too, but usually have to do alterations or have someone else do them for me.

Wrap dress Wrap dress wrap dress. I cannot say this enough!! If you have tummy issues or want to mask anything in the torso area (even large breasts), or really for anyone who wants to look put-together and chic, get a WRAP DRESS!!! Dianne Von Furstenburg invented these in the 70s, and now they are everywhere.
Try one on, and you will be a believer- it flatters EVERYONE!!
