I'm still new to SDM points, and I know its been asked before but need to clarify as the cashier keep telling me different things. My OOP doesn't actually have to be 75 to get the bonus points. Just as long as the total before coupons and taxes is more then its okay?

Your total needs to be $75 or more. After that you can start using your coupons and bring it down. Your OOP could be $10 but you would get your points. Just make sure you don't use any FPC and all coupons will be entered as 2001.
