No, not 'all the time.' A few times a year, yes. And it's a very stiff penalty, so despite what Bad Brad had to say about it, I think it was more than 'just an issue with' some parts. For that kind of punishment there must have been some performance enhancement going on - intentional or not - afterall he won the race!

Just tried to find out about NASCAR fines and penalties. Not much out there but I did find this site for Cup only.

There seems to be no Nationwide stats, but between, Cup, Nationwide and the Trucks, NASCAR offiacials keeps busy and makes money with all kinds of infractions. Chad Knauss has been fined and placed on probation (even suspended once) many times.

Funny! I don't recall seeing that one before. That's what I HATE about watching NASCAR in Canada - they substitute those frickin' Lilydale commercials for the funny American ones with the sponsors and drivers we want to see!
