I am test driving a 2010 Dodge Charger and am wondering how much I can barter with the price on it. It's listed for $19,000...30,000 km, fully loaded, leather, no heated seats though, no sunroof, no uconnect. How much lee-way do car salesmen have and what would be a good price to go in with to say I want "this much" off of it...how much is "this much?" lol

If it's from a dealer, you have LOTS of leeway. That's a lot of mileage for a 2010.
Try this site for a guideline - I just guessed at some of the values to imput them, you can change them -

Prices will also depend where you are - check used car sites, even Kijiji to see what they are going for in your area.
Do some googling....
