My point is that the focus is too often on task level training, not command and decision making, and the limited time is not spent strategically or efficiently.

    Oh. I think the penny has dropped.

    Reading a fire and best management/deployment of suppression resources is a completely separate skill set from "good ladder technique". I simply assumed each area had as much focused training as the other. I'm sensing that's a terribly wrong assumption.
