does that apply to Quebec also? one time someone refused pets because they are more noisy and hard to care for than babies. many pets gets left because people move and find out they are not allowed..

Yes.. many landlords try to put it in your lease "no pets, no dogs" blah blah blah but the Regie du Logement will over ride it.
