Welcome tartanrocker. If you look at any posting, there are three buttons at the bottom under the poster's name. The "scales of justice" in the middle is what you click on to add to the poster's reputation (rep). As for what it is, it's meant to be used to give positive feedback to someone for their postings, but it seems to be applied a little more liberally here (which is okay with me).
