I think 99.999999999% is a SPAM. You can try to login paypal and see if they limit your access. Of course, don't login via any link provided by this email.

Yes, it's spam; they are phishing. You can tell by hovering your mouse over the URL and see where it's from.
When you get these, forward them to PayPal.
Forward the entire email to [email protected].

Yes just forward it to Paypal like Natalka said. NEVER click on any link claiming to need information regarding financial or personal info. No bank or any company will ever send you an email asking you to open a link or download anything. Always best to log in to your accounts from the company website.
