I got this in my e-mail. Please tell me if it is SPAM! thanks

    Dear,
We need your help resolving an issue with your account. To give us time to work together on this, we've temporarily limited what you can do with your account until the issue is resolved. we understand it may be frustrating not to have full access to your PayPal account. We want to work with you to get your account back to normal as quickly as possible.

    What's the problem ?

It's been a little while since you used your account. For reasons relating to the safe use of the PayPal service we need some more information about your account.

    Reference Number: PP-001-278-254-803

It's usually quite straight forward to take care of these things. Most of the time, we just need some more information about your account or latest transactions.
    Yours sincerely,
    PayPal

I think 99.999999999% is a SPAM. You can try to login paypal and see if they limit your access. Of course, don't login via any link provided by this email.
If you don't feel confident, submit a ticket to paypal and ask if they send this email to you.

Yes, it's spam; they are phishing. You can tell by hovering your mouse over the URL and see where it's from.

When you get these, forward them to PayPal.
Forward the entire email to [email protected].

Yes just forward it to Paypal like Natalka said. NEVER click on any link claiming to need information regarding financial or personal info. No bank or any company will ever send you an email asking you to open a link or download anything. Always best to log in to your accounts from the company website.
