I got this in my junk file is it SPAM?

I would say yes it's spam. I get them for the banks, courier companies, etc. Probably the reason it went to the spam folder is that the exact same message was sent to a whole bunch of people. If you ever wonder about your account, make sure you contact them at their main web address or phone number and don't use any link provided in an email.

I have received this email for paypal before also and it is definitely scam, don't click on any links in the email...

If you have a PayPal account they always address you by name. Beware of any email that starts with 'dear valued member' it means they do not know who you are!! Therefore delete as spam right away

If it links to something that is not paypal.com, it is spam. And a phishing attempt.

Yes, they are phishing.
Paypal asks that you forward such emails to them - I keep their report email address in my address book, and just forward the email when I get one.

forward to [email protected] and they will deal with it. Whenever you get an email from paypal, NEVER click on any link. Go to paypal through google or your browser and then log into your account as your would normally do. If there is any irregularities they will tell you when you have logged in. Someone may have already said all this and if I am repeating I am sorry as I didn't read to the end of the page yet!
