I'm a cashier and I've never argued with a customer about SCOP if they actually deserve to get it. Sometimes people ask for it when the item doesn't scan because the bar code has been damaged. Or if it's a new item that hasn't been entered in the system yet, so we get an error when we scan. Neither of those falls under SCOP.

I have used SCOP at Zehrs. The lady at customer service would not believe me,even when a guy ad I went and I sowed him where I got the product. As so as I mentioned SCOP they knew ad so do I . I got it free!

any retailer that participates in it - it has to be posted at the cash register - just point to it and get them to read it
if they want to just adjust the price ask for a manager - plain and simple
if they do not want to give you the item for free - step aside and call the number on the SCOP sign posted and make a complaint
