SCOP is an optional opt in provinces except Quebec where it is law. This is the reason why stores like Target do not follow SCOP

Yep, with the exception of Quebec, it is completely voluntary for companies to participate.

That's surprising anyway, in the almost 8 years I've shopped at Dollarama, I've never ever had a pricing problem.
