I agree with the sentiment, but I think that the manufacturers side with the retailer. I had an experience with my Chapmans ice cream $4 coupon at RCSS. The product was on sale for $4. So, I thought I should get it for free. However, RCSS said that the coupon would only be honoured at the regular retail price of $6; I was supposed to pay $2. I contacted Chapmans and they said that they allow the retailers to handle redemption any way they like.
I recently used my $3 Chapmans coupons at RCSS, when the product was on sale for $3 and managed to get them for free. So, it may also depend on the current management (or else their policy changed after all the complaints! :))
