    I wonder why they are excluded though, wouldn't the ticketed price have an SCOP effect even more? Since it's labelled that.

    I am stunned when it comes to SCOP, so here is my stupid question. Does every retailer have to abide by this or is it up the the individual retailer?

    Not every retailer participates in the SCOP. There is a list on the site. Participation is voluntary.
