Trade rating problem help please?

Hi I gave trade rating to a fellow member on 01-08-2009 and owe them another rating every time I go to do this it keeps coming up that I can not give rating again until the exact last date and time as the last one I gave which was over 13 days ago. I am not having problems with any other trade rating just this one member any ideas or suggestions?

Also is there a list somewhere on what mods work in what areas if we have a problem should we post or should we pm directly the mod who is assigned to that particular area?
I ask because one of my trains was put in the expired posting by accident and it is still running I reposted but did not want to recopy all the info that was already accumulated on it. It is fine now but at the time was wondering if I should have asked someone to move it out or if this was possible?
