Yes all EI applications done after March 15 were automatically converted to CERB applications.
CERB won't use up his EI days or weeks or benefits.
So he can collect CERB - $ 8,000 for 4 monts. And after 4 months if he is still unemployed and CERB payments are now over, he can apply for EI again.
It will be considered as a brand new EI application and whatever EI he was entitled to before - both money wise and weeks wise will continue as before.
They will NOT cut CERB payments or 4 months from his EI duration, if he does apply for EI again, 4 months from now😊
But hopefully he will have a good job by then, so doesn't have to wirry about EI.

Yes they are getting them out very quickly. If the SIN and Direct Deposit info matches and you said you are eligible, you will get the money.
They are not checking anything else. The audits will come later in the year or maybe next year, if they think you are/were ineligible.

To the casin... oh wait. Spend that money wisely. Economy is going to be hurting after this is done. Good on govt for trying to help people through this mess. If you can pay your bills pay them!

Don't forget that this $ 2,000 is taxable next year when you file your taxes.
Right now they are giving you this money tax free and not cutting any tax from it.
So if you are in a 25% income tax bracket - both FEDERAL and Provincial taxes combined, you will owe $ 500 on it next year in Income taxes.
So basically you just got $ 1,500 depending on your tax bracket. That way even CPP and EI are taxable, so CERB is not much different.

Someone who had applied for EI and was converted to CERB automatically got 3 payments!
1,000 + 2,000 + 2,000 , all 3 payments have different descriptions! So 5,000 in a couple of days.

We will know who got too much': Don't try to double dip with CERB, federal government warns
Since different federal departments manage CERB and IE, some Canadians have discovered that they can apply for both benefits. That's a no-no

The $ 8,000 CERB is taxable, but the basic personal amount For the 2020 tax year, it's rising by $931, to $13,229.
So the first $ 13,229 you make including the
$ 8,000 CERB will be non taxable.
Of course there are other non refundable and refundable tax credits available, which you can further utilize depending on your situation to make your taxes NIL.
