@flemeth She should have received a year's worth of her GST payments. If she has an online account with CRA, can she check under the GST and OTB sections to see what entries for April 9 are listed? Also is she on direct deposit or on cheque? Canada Post has been late with mail in the past week so cheques could be late due to the long weekend/no postal service on Friday & Monday.

By next week she should get it. It's taking Canada Post 2 weeks to mail domestic stuff due to Covid and shortage of Staff.
Also CRA cheque can be encashed at any bank over the counter. Need not be her bank. So if her bank is far off no need to go all the way there just to deposit a $ 290 check.
Walk into any bank with a photo ID, preferably 2 pieces of ID, endorse the check on the back and take $290 over the counter. Generally just Driver's License or Passport is enough as long as the name & address on the ID matches that in the check.
From CRA:
CRA cheques never expire or become stale-dated. You can cash your CRA cheque for free at any bank in Canada.

The paper relating to my April 9 lump sum GST credit just came in the mail, two weeks after the credit was deposited in my account.

I don't even know why they bother sending that notice. Not eco friendly, wastage of postage and paper. And more work for Canada Post employees.
Everyone registered for My Account can already see the amount, plus a PDF of the letter in CRA - My Account.
They don't even send a Notice of Assessment in mail anymore, if you don't want it! They send an email, saying it's available online.
And you log in and see it.

Oh, I'm not a parent! Thought that SCers who have eligible children may have or not have seen the extra benefit notice so I posted the news in this essential thread. Thanks for pointing out the timing of the benefit!

They just want students to be Like Temporary Foreign Workers - TFW - and pick berries or something on farms.
Looks like the delay in CESB is because they are tweaking all these strings!
