To me this means that only Z-Listers will be able to order, as they have shown that they don't carry much stock of anything.

I think they also mentioned people who did dailies that were already expired. I know this is a bit silly since it should be their responsibility to delete past dailies but they have proved to be more than a tad disorganized.

But apparently you can have more than one per-a-household it says under the Terms and Conditions.
