GCs are classed as all the same
Most people trade $ for $ if exchanging GCs
- $10 worth of FPC coupon(s) - same / $5 GC / $25 reg coupons
so $10GC would be $20-25 min FPC in Chapman's vouchers

I think that's when people have their wish lists put together for trains and it's a way of sorting out the values for coupons on a particular train. I don't do trains so maybe someone else can explain more fully.
When I'm looking at someone's wish list for just a regular one on one trade, I disregard the "counts as 1" or "counts as 2" notes.

Mcminsen is on the right track It's used for train riding. On VWT(Virtual Wishlist Trains) every rider has to send each other 3 coupons(this is the example I am using---it could be 1,2,3,4,5,etc)
When we do up our wishlits we will usually break it into to "counts as 3"--"counts as 2" -- "counts as 1".
If you send 1x "count as 3" coupon to another rider, you have filled the requirement.
For me, if I have a coupon under "count as 3" it is because I consider it high value or I am simply really, really, really looking for that coupon.
Did I explain it okay?

Most trains are fairly simple
Traditional trains - envie gets filled with whatever coupons (might be a food only train etc) and gets sent from the conductor to a list of people. You take what you want and replace it with the same amount of $$ coupons or more
VWT trains - virtual wishlist trains.
You make a wishlist, usually a HV/FPC will be worth 2-3 reg coupons if allowed on the train. The wishlists will be posted and you send however many coupons required for each rider on the train and they do the same for you. You all send to the conductor who will sort them into envies for each rider and send on
Buddy trains
The conductor matches up users with another user, you are given their wishlist and addy and send them the envie of coupons from their list with a minimum # of coupons required
