Just reporting the facts...

It would make sense to have the "big" money, the "big excitement" when there are more listeners. It's the radio rating period right now, that's why all the stations have big promos going on. The higher the ratings (audience) the more they can charge for advertising.

More bang for their buck.

One of my very first jobs was at Toys R Us, where we discovered that, as much fun as popping bubble wrap was, riding a bicycle over it is even MORE fun!!!

The ratings surveys were traditionally done by BBM using a diary system where the participants agreed, and got a nominal fee for their effort, to fill in what station they listened to, where they listened, and how long they listened for.

From BBM (Bureau of Broadcast Measurement site - "Our surveys are done by mail. We ask each respondent to keep a diary and record his or her radio tuning during a one-week period. Radio survey respondents receive a personalized diary, one for each person in the household, and we ask one person to act as the BBM household contact, helping to ensure that everyone else records their listening and that the diaries are returned to BBM."

I think there is a new electronic system being used that is supposed to take some of the "human error" out of the monitoring.
