They talk of instance of fraud on their website,
Shifty buggers aren’t they trying to sleight,
This of course arrived & went straight to my spam,
I hope that no people will fall for this scam,
So Smart Canucks one & all please have diligent cognizance,
& never ever fall for the information request kind of dance.

Definitely spam. Looks like they're using Constant Contact software to distribute emails. They've copied the nice snowman logo on PayPal's website, but too bad they can't speak English.

PayPal distributes their policy updates with a notice on the side when users login, not by email.
