You're right.
During tax free events, you are still paying the tax. What they do is give you a discount in the amount of tax. If you watch the cashiers, they total your transaction, and then manually type in the discount that would equal the tax. So it makes sense that points would work differently, because they are lowering the amount you're spending.

Love 3 of my offers that can be combined.
8,000 points for every $40 spent in store
4,000 points for no name Beef Burgers
5,000 points for every $30 spend on fresh, processed, or frozen boxed meat
If for example the boxes of no name beef burgers were $10, then 4 boxes would me $29 in points.
Not sure I will do this since I am not sure how much the boxes are yet. I will use some of these offers however.

I'm loving the raspberry offers for 1200 pts for the past 2 weeks! With the $1 coupons from the berry survey and sales of 1.67 last week and 1.88 this week I'm making money back and enjoying a lot of free berries and bonus I get 2 more $1 for each for telling driscolls I loved their berries!

If you get points WUS $5 on an item, but use coupons to bring down your total below $5, do you still get the points? Or does the system take coupons as a form of payment?

100% YES. You will get your points since the system views coupons as a form of payment. And this is how I know...
After reading your post, I decided to take undertake a field experiment. Or as Barney from "How I met your Mother" would say: CHALLENGE ACCEPTED!
These are the offers I used:
Note how the fine print states $X must be spent before taxes and AFTER all other coupons/discounts are deducted. Read on to see this is NOT TRUE!
I price matched 6 x $6 Lavazza ground coffee from Metro and used 6 x $5 coupons. That is all I purchased in this transaction so the systems "knows" the coupons were for these products and not other items.
And yet, voila!, I received all my points!
So I spent $6 OOP, received $4.50 in PC Points, plus $2 back from Checkout 51.
Next challenge?
