Yes, No Frills does have the SCOP in place.
About 3 months ago, I had a block of cheese scan at $6.99 and it was on sale for under $5. They had the SCOP applied to that, it was my first SCOP assertiveness experience...LOL.
In the past, I would just mention the price was wrong and they would change it to the adjusted price.
It took a bit of courage because I don't like confrontation. The cashier didn't know what SCOP was, but the cashier looking over her shoulder did, and came straight in to help explain.
Got that block for free. All the other UPC's were ringing up sale price, but that particalar 'type' although on sale, just didn't come up on sale.
Yup, got to love SCOP when you have the courage to "enforce it"... LOL

Scanner Price Accuracy Voluntary Code - Pamphlet
2002
(PDF: 468 KB)
The Competition Bureau is a federal law enforcement agency responsible for administration and enforcement of the Competition Act, as well as three labelling acts: the Consumer Packaging and Labelling Act, the Textile Labelling Act and the Precious Metals Marking Act. Its role is to promote and maintain fair competition so that Canadians can benefit from competitive prices, product choice and quality services.Scanning Code of Practice
If the scanned price of a non-price item is higher than the shelf price or any other displayed price, the customer is entitled to receive the first item free, up to a $10 maximum. If a Code of Practice problem cannot be resolved at the store level, please call 1-866-499-4599 to register your complaint.
THE "COUNCIL" you referred to is the scanning code of practice committee that the competition bureau has implemented, as stated on the site.
and here is the form you can file a complaint online:

You dont have a clue what you are talking about
Yes the competition bureau is responsible for te competition act
The scanning code of practice has nothing to do with the competition act
The voluntary scanning code is not a law
The code is "endorsed" by the competition bureau, otherwise they have nothing to do with it. Complaints go to one of the 4 councils who administer the code for their members who have volunteered to participate.
the competition bureau has nothing to do with the 1-800 number set up by the councils to accept complaints. The councils are funded by the member stores.
The competition bureau deals with complaints with the competition act. they do not deal with the voluntary scanning code.
Nothing at all to do with any government body.

Thanks SCers for giving me to confidence to not "let it go".
Last week I bought kids Walkie talkies at WM - they had a tag on them priced 12.94. At the cash they rang up 13.94. The cashier went to check and was told to correct the price, so she overroad it to make it 12.94. I asked about SCOP, she went the manager, came back and overroad it again to make it 3.94. I suggested it should be 2.94 and said that it was $10 off the scanned price. She was new and nice, so I decided to pay, and stop at customer service on the way out. I got the same story from the assistant manager.
Although it was only $1, I wanted to clarify. I looked it up here, then emailed WM about it.
Today, the senior manager called me, said I was right and to make up for their error there would be a $10 GC waiting at customer service for me.
Thanks again SCers.

" they had a tag on them priced 12.94."
If you mean the tag was on the actual product, then you were lucky, as the scanning code doesn't apply at all.

NO!
I got that info from...actually reading the sign that is (or supposed to be) on every cash/door at every store that follows it, and the council websites.
the key being
"...of non price ticketed merchandise"
Very clear. the entire point of the code is to deal with the stores no longer putting individual price tags on items which makes it harder for the consumer to notice errors. Even in QC, where its law, it does not apply to merchandise with a price tag.
No one reads anymore?
"The Code applies to all scanned Universal Product Code (UPC), bar coded, and/or Price Look Up (PLU) merchandise sold in stores, with the exception of goods not easily accessible to the public (e.g. prescription drugs and behind-the-counter cosmetics), and individually price-ticketed items."

If THAT isnt enough, part of a repsonse from the exec at the Canadian grocery distributers who handles the code
"As soon as an item has a price tag on it that item becomes an
individually price-ticketed item and does not qualify for the scanning
code of practice."
^^^ in any circumstance, as soon as there is A price on the item (right, wrong, conflicting), the code doesn't apply. There could still be an issue with over charging, but it no longer has anything to do with the scanning code

Personally I am getting tired of people on here looking for price mistakes so they can use SCOP to try and get something free. also people demanding SCOP at the cash registers gives me an impression that you need a hobby/interest.
Sorry if this upsets anyone. but I know people on here hunt for price errors

"Personally I am getting tired of people on here looking for price mistakes so they can use SCOP to try and get something free"
I don't mind because it saves me money in the long run. Too many times I haven't checked my bill and didn't have time to go back when overcharged, it's a good way of keeping retailers honest. As may of us as there are that price compare and coupon there are far more that don't and (unfortunately) many in my own family are in the later group. Stores follow or not the SCOP system by choice and I am sure they expect people to use it just as they expect their pricers to make sure that pricing is accurate. I just wish I had the alertness when I have noticed a pricing error to use it but honestly at the time I usually just want the advertized price and SCOP doesn't enter my mind-something I need to work on in future.

I have seen SCers SCOP 10 items in one trip!? I have never encountered an oppourtunity, but isn't it a bit bizzare doing 10? Imagine the look on the cashiers face when you say "I would like to apply SCOP on this item because it scanned as xx.xx" "Oh this one too." "And these last 4 items, and here are my coupons! " It may seem like the best shopping trip ever to the shopper but the cashier would be inderulous of the sitituation

I have a question regarding the scanning code of practise....if the price and bar code are on a product from the manufacturer, in this case it is a Disney product with a manufacturers ticket price of 12.97 and yet when the cashier scans the bar code on the item it scans at 14.97 (bar code located right under the manufacturers ticketed price) does this qualify for the scanning code of practise and if so, does the 10.00 come off of the 14.97 it scanned at or the 12.97 it was priced at and should have scanned at? Our local Walamrt says their policy is now to take the 10.00 off of the scanned price and it doesn't matter what the shelf price or item price is supposed to be. This somehow doesn't make sense to me...shouldn't the 10.00 come off of the price it should be and not the wrong price? Does anyone know for sure?

Linaka, I had a similar incident happen the other night at Walmart. I purchased 6 bottles of aquafina water with a sale price tag on it for $2.00, the cashier rang it in using the bar code which rang in at $3.69, I let her do it and immediately went to costumer service who informed me that because it had a sale tag on it, the SCOP doesn't apply. I said the cashier should have seen it and its an inconvience to me, she said it didn't matter. I was perturbed about that!!!! OWELL!

If it has price on the item, there is no scanning code.
We complain about store staff not knowing, but customers need to read the few lines on the sign too
The SCANNING code is for Non individually priced items
There is no, "clerk made an error" code.
"shouldn't the 10.00 come off of the price it should be"
Yes, if it qualifies for SCOP, the $10 comes off the correct price, eg the lowest displayed priceLast edited by zoro; Sun, Mar 8th, 2009 at 03:08 AM.
