It also depends on where her prom is too IMO. If she's going to the garden party, you might want to shorten it a bit so that's not hard for her to walk across grass, cause her to trip etc. Has she tried it on and walked around in it?

Agree with all above, also how high are the heels she's wearing? A higher heel can tolerate a longer skirt. Also, a fuller skirt generally "looks" longer (if I'm describing that correctly), so you might want to take it up a bit. Naturally it depends on your DD's level of comfort wearing it. It shouldn't touch the ground of course, but neither should it touch the front of her shoes...it should just brush her instep and not 'crease' when she walks in it.
