Do you think it's too late at this stage to do anything about the following:

Dec 2011 my dd17 had 3 wisdom teeth pulled under a general anaesthetic. We have coverage through the ministry of social services. The cost of the treatment was approx $1900 with the ministry paying $1000 and me paying the balance on a credit card.

Now I come to find out that there is additional coverage for children having to have dental surgery in a private clinic under a general anaesthetic when the parent is on disability.

Can I ask the surgeon to see if he can bill the ministry instead and take off the charge on credit card at this late date?

I don't think that there is any harm in asking the surgeon? You've alreay paid so no harm in trying? Good luck

I think it would be best to contact social services first and have everything clarified, before you contact the dental surgeon.

I'd call and find out more before calling the dental surgeon. Once it's all clarified then I'd proceed. I wouldn't wait too long though so that you don't loose out.
