I've used several sunlight fpc at Safeway's b1g1 sale with success in the past, the last time about a month, maybe 2 ago.
I will try again this week.

There's nothing specific I can see on a quick skim of Safeway's coupon policy but #12 does seem applicable in individual stores to their benefit.
I think what you received is what I call a "COD Effect" (Clerk O'the Day) where an employee, not sure or faced with unclear information panics and makes up policy on the spot. You could always ask CS to call head office for a definitive interpretation.

I think if you have an FPC and there's a BOGO on there's probably a better chance of it going through as part of a total shop rather than by itself.
Most of the cashiers aren't aware of what and what is not a BOGO unless you mention it to them and will just take the price off manually.

The Raid and Off 50% coupon is great this week if you happened to have the Manufacture $3.00 coupons that are out there.
Remember you can use a manufacture coupon with the Safeway Coupons.

This is so true! I was able to use my FPC's at previous visits. On my latest visit though, when I tried to use my FPC on the B1G1 Sunlight I had 4 FPC's so had 8 Sunlight in my cart. The cashier was fairly new and didn't know how to enter the coupons so called over a lady from customer service (just my luck). The CS lady freaked out cause I was getting 8 free - seemed more personal than professional if you ask me! I called Head Office about it and they put me through to my Safeway manager who was very rude about the whole thing. Twice now I've called Head Office and both times they patched me through to my local Safeway!! Why even bother with Head Office?
