I would call bylaw and check it out, it always good to have the facts. Hanging laundry to dry is really a great way to save energy and the smell is the best : )

Tell him to call the city and then you tell him and the city you're calling the local news. With the push for green living the press would LOVE to get there hands on the neighbour and any city that doesn't allow this.
I live in Northern Ontario and i have a clothes line and grew up with my mom always using a clothes line. A happy childhood memory of my mom putting our bed linen out on hot summer days..... Now she's gone and i still remember simple things like that....
I think saving energy is something everyone should do....
